What does it mean by carried about by strange doctrines?  The best answer I could find is in Ephesians 4:14.  That we should no longer be children tossed to and fro by every wind of doctrine.  The characteristic of a child is to believe everything they hear not having the experience yet of the whole truth of the Word of God.  Here it is that we need a heart established by grace.
Then we have a term, those who serve the Tabernacle meaning religious but not saved.  We have something that they have no right to partake of. 
Evidently Calvary was outside the proper limits of Jerusalem.  Moses at one time pitched his tent outside the camp of Israel when they were so bad.  In a figure we Christians are to exist separated from this world.  This term has been misused to mean separated from other Christians who don’t go along with their teachings.  In this last we have no continuing city.  Our city is above.  We call it the New Jerusalem.
