The first thing I see is God declares that He is Israel's maker and founder of the nation.  He from Abrahams time Is the One who establishes the nation. I want to emphasize verse 3, "Call unto me and I will answer thee and show thee great and mighty things that thou knowest not." By reading the Bible what do I know about God?  Do people call upon Him?  I think many are ignorant of what God can and will do if they call upon Him.  This is not only for Israel but for the Church, but even for anyone who calls.  There is another factor and that is obedience.
God has predicted that Israel will be blessed and restored in the far distant future.  We see that in this chapter as well as the rest of the Bible.  If God says it, He will do it.  There was a song some years ago by a singer Doug Oldham which said something like this, "God said it I believe it and that's good enough for me."
